Regrouping on the left: MSZP on the brink

In the wake of the EU parliamentary election the non-Hungarian media will undoubtedly be preoccupied with the fact that the second largest party in Hungary is an extreme-right, racist, anti-Semitic party. But in the domestic press the “demise” of the Hungarian Socialist Party and the surprisingly good showing of Ferenc Gyurcsány’s Demokratikus Koalíció is the chief topic. After all, Fidesz’s large victory was a foregone conclusion, and the Hungarian media had speculated for some time that Jobbik would surpass MSZP. But no one predicted that DK would almost catch up with MSZP.

DK’s performance was especially unexpected because most opinion polls predicted that DK had no chance of sending delegates to the European Parliament. Medián, normally a very reliable polling firm, forecast a large Fidesz victory, Jobbik as the second-place winner, and MSZP in third place. As far as E14-PM and LMP were concerned, their chances were slim, teetering around the 5% mark. The party that, in Medián’s opinion, had no chance whatsoever was the Demokratikus Koalíció.

As it turned out, the predictions were off rather badly in the case of the smaller parties. As it stands now, all three–E14-PM, LMP, and DK–will be able to take part in the work of the European Parliament. The largest discrepancy between the predictions and the actual results was in the case of DK, which with its 9.76% will have two MEPs in Strasbourg.

The talking heads were stunned, especially those who have been absolutely certain that Ferenc Gyurcsány’s name is so tainted that there was no way he could ever again be a major player in Hungarian politics. Even those who sympathized with him felt that he returned to politics too early and by this impatience jeopardized his own political future.

The very poor showing of MSZP had a shocking effect on the Hungarian public as well as on commentators. No one was expecting a large win, but Medián, for example, predicted at least 14%. Instead, the final result was 10.92%.  A devastating blow. On her Facebook page Ildikó Lendvai, former whip and chairman of the party, described MSZP as being asleep or perhaps even dead. Slapping around a dead man, she wrote, is a waste of time. The governing body (elnökség) of the party has already resigned en bloc, and Saturday we will find out whether Attila Mesterházy will have to step down. Some well-known blog writers suggested that he should leave politics altogether and find a nice civilian job.

Let’s take a closer look at what happened to the three parties that constituted the United Alliance in the April 5 national election. The supposition that MSZP did all the heavy lifting for the combined ticket turned out to be false, at least based on the new returns. DK and E14-PM together garnered 18% of the votes as opposed to MSZP’s 10.92%. A rather substantial difference. EP-valasztas 2014-2It is also clear that the relatively good showing of the United Alliance in Budapest was due to the two smaller parties. This time around DK and E14-PM received 26% of the votes as opposed to MSZP’s 11.5%. DK ran second behind Fidesz in the capital (13.1o%), very closely followed by E14-PM (13.07%). Which party won in which district? It seems that Gordon Bajnai’s party was strong in the more elegant districts of Pest and Buda: the Castle district, Rózsadomb, downtown Pest, and Óbuda. Gyurcsány’s party won in less affluent districts: Köbánya, Újpalota, Csepel. Altogether DK won in nine outlying districts.

DK also did better than MSZP in several larger cities: Debrecen, Győr, Nagykanizsa, Kaposvár, Érd, Kecskemét, Pécs, and Székesfehérvár. In addition, there were two counties, Fejér and Pest, where DK beat the socialists. I should add that Fidesz lost only one city, Nyírbátor, where MSZP received 41.12% of the votes to Fidesz’s 32.35%.

As I predicted, very few Hungarians voted. In 2004 the figure was 38.50%, in 2009 36.31%, and this year only 28.92%. There might be several reasons for the low participation. For starters, people took a large Fidesz victory for granted. They did not think their votes could make a difference. Moreover, it was less than two months since the last election, and only the very committed took the trouble to make another trip to the polling station.

As far as the composition of the European Parliament is concerned, it looks as if EPP will have 212 members and S&D 186. So, the candidate for the post of the president of the European Commission will most likely be Jean-Claude Juncker, the man Viktor Orbán would not vote for in the European Council. What is wrong with Juncker? One very big problem is his country of origin: Luxembourg. Justice Commissioner Viviane Reding is also a Luxembourger, and she was very tough on the Orbán government. As Orbán put it: “the commissioner from Luxembourg has only hurt Hungary in the past. So, Hungarians cannot support a Luxembourger.” And Redding was not alone. There was another Luxembourger, Jean Asselborn, foreign minister in Juncker’s government, who criticized Hungary’s media law. It seems that Orbán developed a general dislike of Luxembourgers.

Orbán might not be alone in the European Council in his opposition to Juncker because it looks as if  David Cameron will also oppose him. Mind you, he also has problems with Martin Schulz. I doubt that the anti-Juncker forces will succeed, however, because Angela Merkel has thrown her weight behind him.

As for Juncker, naturally he was asked about his reaction to Orbán’s opposition to his nomination at his press conference today. Juncker started off by keeping the topic away from his own person, saying that “this is a problem that exists between Fidesz and EPP,” but then he told the journalists what was on his mind. “I cannot accept that just because a former minister from Luxembourg got into an argument with the Hungarian government it is en0ugh reason to exclude another Luxembourger from the post of president of the European Council. This is not elegant reasoning.”

Elegant reasoning and Orbán? In his fairly lengthy and exuberant victory speech, the prime minister called the Hungarian MEPs the “advanced garrison of Hungarians who defend the homeland abroad.” He sent them off with these words: “Greetings to the soldiers entering the battlefield!”

Fidesz:  51.9% (1,191,163)

Jobbik: 14.68% (339,501)

MSZP: 10.92% (252,494)

Demokratikus Koalíció  9.76% (225,762)

Együtt-PM 7.22% (167,012)

LMP 5.01% (115,957)

It seem that the “spy affair” of Jobbik’s Béla Kovács did make a difference as far as the party’s popularity is concerned. Jobbik lost about 25% of its supporters.

The other surprise was the lackluster performance of MSZP and the higher than expected results for DK. The difference between the two parties was only about 30,000 votes. MSZP did especially badly in Budapest. In the capital DK was the second strongest party after Fidesz. The third was Együtt2014-PM; the forth was MSZP followed by LMP.

Viktor Orbán had a very busy weekend. He was in Berlin on the 8th where he had a brief conversation with Chancellor Angela Merkel and delivered a lecture at a conference on the future of the European Union. Two days later, on the 10th, he was sworn in as prime minister of Hungary and delivered two speeches, one to the members of parliament and another to a sizable audience recruited by party activists.

I would like to concentrate here on the longest speech of the three, the one he delivered in parliament. In this speech he sought to portray himself as the prime minister of the whole nation. By contrast, the speech that followed, delivered only a few hours later, was entitled “We must go to war again!” It was an antagonistic campaign speech for the European parliamentary election. Such rapid switches in Orbán’s messages are by now expected.

Not that the first speech was devoid of military references. Orbán described Fidesz’s election campaign as a “military expedition” that produced fabulous results. Some people want to belittle this achievement, he said, by talking about the jarring difference between the number of votes cast for Fidesz and the number of seats the party received in parliament. But he considers the result a true expression of the popular will and a reaffirmation of his leadership. It reflects (perhaps in a fun house mirror) the Hungarian people’s centuries-long striving for freedom and independence.

After assuring his audience that he will be the prime minister of all Hungarians, even those who did not vote for Fidesz, he shared his views on the politics of the first twenty years of Hungarian democracy and outlined what he would consider a desirable state of affairs in Hungarian politics under his guidance. The upshot of it is that Hungarians had too much freedom between 1990 and 2010. After 40 years of silence, suddenly everybody wanted to discuss and argue and, as a result, “we didn’t get anywhere.” Hungarian politics didn’t find the right proportion between discussion, argument, compromise, and action. But now that the Hungarian people have overwhelmingly voted for his politics, “it is time to close the period of unproductive debates.” Since he won the election twice, “the Fundamental Law, a society built on human dignity, politics that couples freedom with responsibility, a work-based society and unification of nation are no longer the subjects of debate.” One can talk about details but “the basic questions have been decided. The electorate put an end to debate.”

We know from his earlier utterances that Orbán values national unity above all, but here he admitted that the much coveted unity cannot be fully achieved. The culprit? Democracy. He recognizes that democratic principles preclude “complete national unity.” He quickly added, however, that “the forces that are striving for unity scored an overwhelming victory at the polls, meaning the central forces were victorious.”  He considers this huge mass of people the “European center, which rejects extremist politics.”

At the very beginning of the speech Orbán devoted a short paragraph to the importance of proper word usage. If the choice of words is wrong, the thoughts behind them are muddled. The implication was that his way of expressing himself is crystal clear with no room for misunderstanding. Unfortunately, his discourse on democracy versus national unity is anything but clear and logical. So, let’s try to unravel the tangle.

It seems to me that he is trying to show that democracy and national unity are compatible after all. Since Fidesz won a landslide victory and those who voted for him belong to the political center (a group that stands against both right and left extremism), they embody the notion of national unity. Extremists have no place in the nation because “they pose a danger to Hungarians.” A rather neat way of justifying a basically autocratic, non-democratic system within the framework of a supposedly democratic regime.

Who are these extremists? If you think that he was talking about Jobbik you would be wrong. He talked mostly about the liberals. People who defend the rights of the accused at the expense of victims’ rights are extremists. Extremists are those who “take money away from working people and give it to those who are capable of working but who don’t want to work.” Extremists are those who “want to support the unemployed instead of the employed.” An extremist is a person “who wants to sacrifice our one-thousand-year-old country on the altar of some kind of United States of Europe.” (A clear reference to Ferenc Gyurcsány.) For Orbán, it seems, the socialists and liberals are just as extreme as the politicians of Jobbik who “want to leave the European Union.”  In fact, he spends far more time on the sins of the liberals than on those of Jobbik, whose only offense seems to be their desire to turn their backs on the European Union. Of course, Orbán himself would be a great deal happier if he could get rid of the Brussels bureaucrats who poke their noses into his affairs, but he knows that without the EU Hungary would have been bankrupt a long time ago.

As for his “program,” we know that before the election Orbán did not offer a party program. Fidesz simply announced that they “will continue” what they did in the last four years. The guiding principles will remain the same: Christianity, family values, patriotism, and a work-based society. Orbán is against immigration from outside of Europe and instead wants to promote large Hungarian families. He makes no bones about what he thinks of same-sex marriages. We’ve heard these themes before; they’re not worth dwelling on here.

I would, however, like to point out one delicious “messaging shift”  in this speech. You may recall that Viktor Orbán time and again called the 1989 constitution, which was a thorough rewrite of the 1948 constitution, a Stalinist constitution. Fidesz politicians liked to say that Hungary was the only EU country that still had a “communist” constitution. So, what do I see in this speech? The following sentence: “The liberal constitution did not obligate the government to the service of national interests;  it did not oblige it to recognize and strengthen the community of Hungarians living all over the world; it did not defend the nation’s common property; it did not shelter the people from the indebtedness and the pillage of the country.”  Wow, so the problem was that it was a liberal constitution! Now we understand.

Serious questions about Fidesz’s election results

The first foreign media reactions to the results of the Hungarian election were anything but enthusiastic, but now that the dust has settled and there has been time to take a look at the figures, it is dawning on journalists and analysts that these “fantastic” results were achieved in a highly dubious manner. Even the raw figures give food for thought. How is it possible to achieve a two-thirds parliamentary majority with less than 44% of the votes? And then there is the disturbing statistic that among voters outside of Hungary’s borders 95% opted for Fidesz. Pictures showed vote collecting in street stalls in Transylvania, the source of most of the votes, with no attempt to even feign secret balloting. The ease with which these new citizens could cast their ballots as opposed to the difficulties expats in the United States, Canada, Australia, and western Europe encountered when they tried to register and actually vote makes critics question the intentions of the government. The final verdict most likely will be that Fidesz won this election before a single vote was cast.

Viktor Orbán’s team designed an electoral system that pretty well guaranteed Fidesz a two-thirds majority, which ensures that Viktor Orbán can rule Hungary, with the help of his 133-135 minions in parliament, as a prime minister of unlimited power. A Russian journalist, Leonid Bershidsky, who works for Bloomberg, called Orbán’s Hungary “the European Union’s only dictatorship,” and he compared Orbán to Vladimir Putin and Tayyip Erdoğan. One could argue that it is incorrect to describe Viktor Orbán as “a ruler exercising absolute power without the free consent of the people” because after all he won two elections. Moreover, he is “restricted by a constitution, laws, recognized opposition.” But, given the two-thirds majority, any law can be changed. And indeed laws were changed to fit the needs of the government all through the last four years. As we know, the constitution was also changed several times, and there is nothing to prevent Orbán’s parliament from changing it again. As for the consent of the people, well, one could argue that point, especially if we look at the 2014 election. Because although it is true that Fidesz won the 2010 election fair and square, we cannot say the same about this past election. Finally, a dictator according to the dictionary definition rules without an opposition. Well, in our case there is an opposition in the sense that there are a few dozen people who can make speeches in parliament, but they are unable to make a difference. Orbán’s team can forge ahead without any effective parliamentary opposition. For the time being, the majority of judges still come out with some surprisingly fair decisions, but Orbán already managed to get his own men on an enlarged constitutional court and tried to decapitate the judiciary by sending seasoned judges into retirement at the age of 62. The system that was introduced resembles the political setup of the Horthy regime (1920-1944) which Orbán, it seems, finds attractive.

Perhaps Leonid Bershidsky’s description is too strong, although he knows Putin’s Russia quite well, but other West European journalists also find the Hungarian situation serious. For example, Cathrin Kahlweit, writing for Süddeutsche Zeitung (Munich), talks of Orbán’s laying down “the foundations for a permanent one-party government” achieved by “the declaration of a permanent revolution.” And these journalists call attention to the dangers this new breed of populists pose to the European Union. In Austria, Wolfgang Müller-Funk, professor of cultural studies at the Institute of European and Comparative Linguistics and Literature at the University of Vienna, calls Orbán’s system “Führer-Demokratie,” which is a threat to Europe. MDR, a radio and television station from Leipzig, called Orbán “a political predator” and compared him to Silvio Berlusconi and Vladimir Putin.

Let’s see  what Freedom House had to say about “the state of democracy in Hungary.” According to its report, “the changes initiated by Fidesz contributed to an outcome that was both less than fair and of benefit to Fidesz, as critics predicted. Indeed, Hungarian analysts suggest that without the electoral revisions, the party would have lost the supermajority it has enjoyed since 2010.” And Freedom House’s report didn’t even mention one of the most unfair features of the new Hungarian electoral law, the so-called “reform of the compensation list.” András Jámbor, a communications expert, wrote a piece for Al-Jazeera in which he described the system as one “where votes for individual candidates who did not win their electorate were transferred to their party list, originally designed to amass votes received by runners-up in districts – have now also allowed district winners (in most cases Fidesz candidates) to add their surplus votes to party lists, widening the gap between winners and their contenders, and bringing seven more seats for Fidesz.” 

The Freedom House report also called attention to the far too cozy relationship between Vladimir Putin and Viktor Orbán. “It’s worth noting that the Hungarian election coincided with one of the most serious foreign policy crises faced by Europe since the Cold War’s end: Russia’s invasion of Ukraine and seizure of Crimea. On this critical issue, Orbán has had surprisingly little to say. He and his foreign ministry have issued anodyne statements of mild criticism for Russia’s action, questioned the sanctions imposed by the United States and Europe, and made reassuring declarations about the safety of ethnic Hungarians living in Ukraine’s Transcarpathia region.” The author of the article, Arch Puddington, vice-president for research, finds this attitude especially incongruous given Orbán’s anti-communist stand in the past. Moreover, he was until recently an outspoken critic of Putin’s authoritarian regime. He concludes that “Fidesz’s policies, both at home and abroad, are far from reassuring.”

It is likely that the combined effect of this questionable election and Orbán’s new pro-Russian policy will have a negative effect on his already strained relations with the United States and the European Union and will lead to the further isolation of Hungary in the community of western democracies. But Orbán doesn’t fret about isolation–at least as long as the EU money keeps flowing. As Jonathan Swift wrote (and Orbán’s quote-happy speechwriters might consider including at the appropriate time),“When a great genius appears in the world you may know him by this sign; that the dunces are all in confederacy against him.”

The political bickering has begun

The disappointment among sympathizers of the democratic opposition forces is indescribable. But reasonable barometers of the mood in this circle are the call-in shows on Klubrádió and ATV, which by now are the only opposition electronic media in Hungary. Of course, among the callers there are always those who believe that, if they had been in a position to decide, they would have done much better than the Bajnai-Mesterházy-Gyurcsány trio and who offer their pearls of political wisdom. But a lot of the callers simply describe their utter shock when they heard that Fidesz would most likely win again with a two-thirds majority.

Not that these people ever thought that the Unity Alliance would win the election, but the size of the Fidesz victory made them despair. Many students are ready to leave the country at the earliest opportunity because they don’t want to live in Orbán’s Hungary. Even before the election every third person in the younger generation was planning to leave the country. I suspect that the emigration will only accelerate in the future because I very much doubt that the Hungarian economy will improve any time soon, especially if Orbán and Matolcsy continue their unorthodox economic policies. It is also unlikely that the Orbán regime will change political course. No, they will continue their aggressive war against all the foreign and domestic “enemies” of their regime. It’s enough to note that immediately after the election Orbán gave the go ahead to erect the controversial monument to the German invasion of March 19, 1944.

Yet the democratic opposition must continue to fight the good fight because its electoral results were not as bad as they appeared at first sight. As Árpád W. Tóta said in his last opinion piece, if 1,200,000 voters stuck it out with this two-left-handed Unity Alliance, not everything is lost. The opposition simply has to do a little better, which shouldn’t be that difficult.

The disheartened sympathizers will bounce back. Soon enough, especially if the democratic opposition finds someone who can actually lead the anti-Orbán forces effectively, they will once again gather around the liberals and socialists. I am not worried about them. I am, however, very concerned about the politicians and the so-called political scientists who are now engaged in a blame game.

The finger pointing has already started. Attila Mesterházy blames everybody except himself. He doesn’t think he should resign from the chairmanship of his party. Too bad he doesn’t listen to the callers on Klubrádió. I don’t know what his colleagues in MSZP think (perhaps we will see in May), but László Botka, mayor of Szeged, announced that “continuing in the same way and with the same set-up is not worth doing.”

Or there is Gordon Bajnai, who once it became clear that he would not be the candidate for prime minister succumbed to Weltschmerz. After a fleeting appearance in politics he has already had enough. He is throwing in the towel. He just announced that he will not take his parliamentary seat. And the PM people will all resign after the European parliamentary election. That would be fine if there were a second tier of politicians behind them. But there isn’t.

According to the politicians of Együtt2014-PM and MSZP, the whole Unity Alliance was a mistake. Mesterházy apparently announced right after the election that “we could have done that well alone.” Bajnai declared on Sunday night that they will “never again agree to any unprincipled political compromise.” These politicians are reinforced by the talking heads who also suddenly discovered that the whole alliance was a huge mistake. It was a forced and unnatural political amalgam of diverse political groups. Yes it was, but it was Viktor Orbán’s devilishly clever electoral law that forced that straight jacket on them. The great minds who ex post facto condemn the joint action don’t ask what would have happened if three or four opposition politicians ran against a single Fidesz candidate. In that case, surely, not one district would have been won by the democratic opposition.

Given the mood of  the Bajnai and the Mesterházy groups, it seems there won’t be a united parliamentary delegation either. Both Együtt2014-PM and DK have only four parliamentary representatives, not enough to form a caucus. Only parties with a minimum of five members can have a caucus. That doesn’t seem to bother Együtt2014, whose politicians already announced that no meaningful political activity can be conducted in a parliament in which one party holds a two-thirds majority. They will conduct most of their activities on the streets. Unfortunately, the last two years showed how difficult it is to convince sympathizers of the democratic opposition to take an active part in street demonstrations. MSZP has its own caucus and therefore could care less what the Bajnai group does.

DK politicians haven’t said much, but from the little I heard from Ferenc Gyurcsány it looks as if he is in favor of joint action and a joint caucus.  This solution now seems close to impossible. Gyurcsány did mention that DK might approach Gábor Fodor, the lone “representative” of the Hungarian Liberal party, to join them. After all, it was Gyurcsány who convinced Együtt2014-PM and MSZP to put Fodor high enough up on the party list to assure him of a seat in parliament. Yesterday Fodor said on ATV that no such request had come from DK. Today, however, in the early afternoon Fodor announced that DK did approach him and that “the leadership” of his party had decided against it. DK’s spokesman denies that they approached Fodor with such an offer.

Otherwise, DK has already begun its campaign for the forthcoming European parliamentary election. They are collecting signatures. It was decided some time ago that the three parties would try their luck individually at the EP election. Of the three parties, only MSZP has a chance of actually sending representatives to Brussels. But since people can vote only for a party list in the EP election, Együtt2014-PM and DK can use this election to get a rough sense of their relative strength among the electorate.

So, this is where we stand. Not a happy picture.

The Hungarian election: A day after

I’m in the middle of reading a slim volume by György Bolgár, the “Dear Mr. Bolgár” of the call-in program “Let’s Talk It Over” on Klubrádió. His latest book is Poligráf, a word that needs no translation. In every short chapter he refutes another lie of Viktor Orbán.

If Bolgár had waited a month or so he could have added another chapter to the book: Viktor Orbán’s claim of “national unity.” In his acceptance speech Orbán said that what his party achieved is “a European record. This is a fact that gives us the right to say, and not just to say but also to be proud of the fact that Hungary is the most unified country in Europe.”  First of all, that “record” is nothing to be terribly proud of. In fact, in comparison to Fidesz’s most successful showing in 2010, the party lost over twenty percent of its voters. As 444‘s reporter pointed out, in 2002 and again in 2006 Fidesz lost the election with more votes than it got this time around. Others remarked that the last time Fidesz did so badly was in 1998.

As for “national unity” here are some figures. Fidesz won 44.36%, Unity Alliance 25.89%, Jobbik 20.46%, and LMP 5.24% of the votes. Do these figures suggest that Hungary is “the most unified country in Europe”? Surely not. The super majority that Fidesz may (probably will) achieve is the result of a cleverly devised electoral law, not the popular will. Unity? No, electoral manipulation. That’s the reality behind this fantastic European record.

A Fidesz super majority naturally means a system that discriminates against other parties. Both the Unity Alliance and Jobbik ended up with much smaller parliamentary representations than their actual performance would have warranted. In part that was achieved by the split between seats won outright and seats allocated on the basis of party lists. In any event, a totally unrepresentative parliament will convene after the formation of the third Orbán government.

It is now time to talk about Jobbik, the neo-Nazi party. Yes, it gained about 130,000 new voters. At the moment there are close to a million Jobbik voters in Hungary. Most of these voters came from Fidesz, which lost all told about 700,000 voters. Many people are very concerned about the growth of Jobbik. Some foresee a Hungary which will soon be run by neo-Nazis. The people who seem most concerned about Jobbik are also certain that the Hungarian Left’s poor showing will result in their total disappearance from the political scene. They envisage a second Poland where the Left was pretty well left for dead.

I’m a great deal less gloomy on the subject. First of all, in the twentieth century Hungarian extremist parties didn’t have long life expectancies. One year the Arrow Cross party had at least a million voters but a year later they lost most of their support. Moreover, these extremist parties have a tendency to splinter. A number of Jobbik members of parliament have already left the party for ideological reasons. In my opinion, Jobbik’s recent rise in the polls has two main causes. One is that the party leadership toned down their racist propaganda. And second, Fidesz made no attempt to curb their activities. Fidesz’s propaganda was directed against the Unity Alliance and specifically against Ferenc Gyurcsány; Jobbik remained untouched by the Fidesz propaganda machine. Although Jobbik did well at the polls, its leadership is still dissatisfied. Party chief Gábor Vona himself lost to a Fidesz candidate in one of the strongest Jobbik strongholds in northeastern Hungary. Moreover, his unreasonably high expectations for Jobbik’s performance might prompt a serious debate within the party about the efficacy of the new ideological line which didn’t bring about the desired results. I wouldn’t be surprised if there were some serious disagreements about the future course of the party.

Finally, let’s talk about those who are ready to condemn the whole nation for voting for autocracy, semi-dictatorship, and servitude. Again, let’s see the figures. Out of the whole electorate only 27.30% voted for Fidesz, 17.87% for Unity Alliance, 12.31% for Jobbik, 3.23% for LMP, and 2.61% for other smaller parties. And yes, 38.81% didn’t bother to vote at all. It is true that almost two-thirds of those who did vote cast their votes for the Right–that is, for either Fidesz or Jobbik. But that is still not the whole country. And at least a vote for Jobbik was not a vote for autocracy.

One problem is that Hungarians’ attitude toward democracy is ambivalent, due mainly to ignorance and undereducation. Instilling an understanding of the importance of democracy should be the first task the democratic parties to tackle. Without a democratically-minded population one cannot build a democratic society.

Finally, let’s see what the International Election Observation Mission of OSCE had to say about the election:

The 6 April parliamentary elections were efficiently administered and offered voters a diverse choice following an inclusive candidate registration process. The legal framework for these elections was amended substantially in recent years. While some changes were positive, a number of amendments negatively affected the election process, including important checks and balances. The main governing party enjoyed an undue advantage because of restrictive campaign regulations, biased media coverage and campaign activities that blurred the separation between political party and the State.

The Fundamental Law (the constitution) and a large number of cardinal laws, including electoral legislation, were passed using procedures that circumvented the requirement for public consultation and debate. This undermined support and confidence in the reform process. A number of aspects of this legal overhaul undermined checks and balances, such as a reduction of the oversight powers of the Constitutional Court.

In a widely welcomed change, legal amendments reduced the number of parliamentary seats from 386 to 199, necessitating alteration in constituency delimitation. The legal requirement to have constituencies of a more equal size is positive. However, the need for a two-thirds majority for redrawing of constituency boundaries may make it difficult to change the boundaries in the future. The delimitation process was criticized by several OSCE/ODIHR LEOM interlocutors for lacking transparency and inclusiveness. There were allegations of gerrymandering; it remains to be seen how this translates into results.

Well, by now we know how all this translated into results. Meanwhile, the Hungarian Embassy in Washington wrote to “Friends of Hungary” that “during the course of the election, monitors from the Organisation for Security and Co-operation (OSCE) said they were satisfied with the voting process.” Surely, if we think of process as “a series of actions, changes, or functions bringing about a result,” then the Hungarian government isn’t telling the whole truth. The Election Observation Mission’s report didn’t express complete satisfaction with the process and the final word will be coming only when the results are final. I assume that, after analyzing the votes and how they got translated into seats, the final report will contain serious reservations about the “process” carefully devised by Fidesz to retain a super majority far into the future.

A quick look at the results of the Hungarian election

The interest in the Hungarian election is incredibly high on Hungarian Spectrum. The number of visitors more than doubled today. I’m sure that some of them were disappointed to see no new post analyzing the results. But the numbers began to trickle in very late, and the fate of some districts is still undecided. It looks, however, as if Fidesz will have 132 seats in parliament, enough for a two-thirds majority. This feat was achieved with only 44-45% of the popular vote. The new electoral system favors the winner that much. Four years ago Fidesz needed at least 52.5% to achieve that magic number.

Yes, the democratic opposition did very badly, but still better than four years ago. If you recall, in 2010 there was only one district in Budapest that was won by an MSZP candidate. This time that number will be considerably higher. Yes, it is true, as many of you remarked in the comments, it looks as if the Left lost everything except the capital. But four years ago they also lost practically the whole city. There are some high points. I find it amazing, for instance, that Szilárd Németh, the grand prophet of utility decreases and mayor of Csepel, lost to the candidate of the democratic opposition. And that Ágnes Kunhalmi was able to win in the district in which Gábor Simon was supposed to run. And that Ferenc Papcsák of Zugló lost the election. These are the bright spots.

It is also true that the election campaign that was orchestrated by Fidesz cannot be considered a campaign in the traditional sense of the word. In democratic countries the parties of the opposition have a more or less equal opportunity to reach the electorate. This was not the case in Orbán’s Hungary.

Yet one must admit that the democratic opposition’s performance in the last four years, ever since Gordon Bajnai offered himself as the man around whom the parties of the opposition could gather, has been abysmal. This is not the time to list all the mistakes he and Attila Mesterházy made. It is enough to say that they wasted at least a year and a half of precious time. It doesn’t matter how often one repeats that a month or even two weeks are enough time to campaign, this is self-delusion, especially when one’s opponents are campaigning all through their four years in office.

When I began this post, there was no word yet from Attila Mesterházy. Gordon Bajnai made a nice speech but, if I understand him right, he is planning to go it alone and sever relations with the others in the Unity Alliance. If that is the case, I can’t think of a worse reaction to the defeat. As it stands, Együtt 2014-PM will have two parliamentary members: Gordon Bajnai and Tímea Szabó. One needs at least five people to form a parliamentary caucus. DK, if all goes well, will have four members. Again, not enough to form a caucus. Ferenc Gyurcsány hoped to be able to form a separate DK caucus, but now that it is unlikely. I assume he has the good sense to promote a joint effort of the parties within the Unity Alliance in the next parliament unless perhaps he can convince Gábor Fodor of the liberals to join him. That is the only reasonable thing to do under the circumstances. If Bajnai, who perhaps spoke too hastily, decides against cooperation, I believe he will seal the fate of Együtt 2014-PM.

In order to cheer up those who kept fingers crossed for the anti-Orbán forces I suggest taking a look at the electoral maps of 2010 and 2014 on the site of the National Electoral office. Yes, this year’s map looks terribly orange but four years ago it was even worse. That’s some consolation, albeit admittedly small.

The current Hungarian political scene: Three polls full of question marks

It just happened that the three most important polling companies–Ipsos, Medián, and Tárki–released their findings on the popularity of the parties only a few hours from each other. Ipsos and Tárki are pretty much in sync; Medián’s findings diverge from the other two.

Medián acquired its high reputation at the time of the 2002 election, an election that MSZP-SZDSZ won by a very small margin. The loss came as an utter surprise to Viktor Orbán, especially since all other pollsters had predicted a huge Fidesz victory. Medián accurately predicted a narrow MSZP-SZDSZ win.

It may be Medián’s methodology that accounts for its different results. In an interview with Olga Kálmán on ATV yesterday Endre Hann of Medián emphasized that their numbers are arrived at after personal interviews. From this I gathered that perhaps the others contact the voters via telephone. Mind you, if that is the difference, personal interviews, given the atmosphere of fear in the country, might actually distort the findings in favor of Fidesz.  Hann himself admitted that 30% of the people selected as members of the study’s representative pool simply refused to be interviewed.

All three agree that Fidesz’s lead is large, but according to Medián it is so enormous that it is unlikely that the democratic opposition parties can catch up with the government party. In addition, Medián sees a steady growth of Fidesz support while Ipsos and Tárki see no appreciable difference between the numbers today and six or seven months ago. The third important Medián figure that differs greatly from the findings of the other two is the number of those who still don’t know which party they are going to vote for. According to Medián, only 28% of the electorate are either hiding their intentions or really have no idea what they are going to do at the next election. According to Ipsos and Tárki, this number is much higher, 43 and 42% respectively. All three, however, agree that the numbers on the left have not changed. The only shift is that MSZP and E14 have lost some potential voters to DK.

Medián’s finding that Fidesz support among the electorate as a whole is 37% is so different from the 26% and 28% of  Ipsos and Tárki that at first I thought I made a typo. However, when it comes to Fidesz support among those who claim that they will definitely vote at the next election Medián’s 52% is more in line with the figures of Ipsos (47%) and Tárki (48%), which makes the 37% even more difficult to understand.

I decided to calculate the average of the results of the three pollsters and came up with the following figures. In the electorate as a whole Fidesz leads 30.3% to 24.5% for the four democratic parties: MSZP, E14-PM, DK, and LMP. Among the active voters Fidesz support is even greater: 49% as opposed to the democratic opposition’s 33.5%. Fidesz’s followers are ready to go and vote while the sympathizers of the other four parties are a great deal less committed. Fidesz has always had a higher turnout, which is due in part to the party’s ability to organize and motivate its voters. Another party that seems to have the ability to inspire its voters is DK, which resulted in the party’s either catching up to or surpassing E14-PM, depending on the poll.

Although I always follow the polls, I’m not sure how important these findings are when 42-43% of the electorate either refuse to divulge their preference or don’t know how they will vote. Even if we add to these figures Medián’s low 28%, the average comes to 37.6%. That means at least a couple of million people. So, it is important to learn something about this group. Thanks to Ipsos’s research, we have some sense of where these people stand politically.

Ipsos defines some subcategories within this group. One is what Ipsos calls the “active undecided.” These people claim that they will definitely vote but they don’t see any party at the moment that they could vote for. These people belong primarily to the 40 to 50 age group and live in smaller towns and villages. Fifty-eight percent of them believe that “the country is heading in the wrong direction.” Thirty-seven percent think that there should be a change of government and only 22% consider the job of the government good or excellent.

Another subcategory is “Unsure voters who can be activated.” This group makes up 9% of the electorate. Currently they say that they will probably vote but they are not absolutely sure. These people haven’t found a party they would vote for. This group consists mostly of 20- to 30-year-olds with at least a high school education. Two-thirds of them are dissatisfied with the state of affairs in Hungary and 45% would like to see Viktor Orbán and his party leave. Only 25% of them think that “the country is heading in the right direction” and a mere 17% believe that “the country is in good hands.”

The third subcategory of Ipsos is the group whose members “have a favorite party but they are passive or at least they are hesitant about their participation in the election process.” This is a large group, one-fourth of the electorate, which means 2 million voters. Ipsos believes that if this group could be mobilized they would assist Fidesz because 25% of earlier Fidesz voters are passive at the moment. Ipsos calculates 800,000 extra Fidesz voters from this group. According to their calculation, MSZP has 500,000 potential voters in this group, while E14-PM, DK and LMP could gain 100,000 voters each which, if Ipsos’s calculation is correct, means a potential 800,000 voters on the democratic side. In brief, it could be a wash if everyone in this group actually went to the polls–admittedly, an unlikely scenario.

I’ve said nothing about Jobbik, a party that cannot be ignored. Not because it has such a large share of the votes but because it must be viewed as a potential coalition partner or supporter of a Fidesz government if Orbán doesn’t manage to get a two-thirds majority. One must not discard such a possibility. Viktor Orbán is ready to do anything to remain in power. Even a huge international outcry and sanctions against Hungary wouldn’t deter him from collaborating with a neo-Nazi party. As I often say, cooperation shouldn’t be very difficult between the two parties because one doesn’t know where Fidesz ends and Jobbik begins.

The Fót election doesn’t bode well for the future

We are getting closer and closer to the national election, which most likely will be held sometime in early April. Therefore I think we ought to ponder what happened at the municipal election in Fót on and after November 24. Fót may well be an omen of what can be expected at next year’s national election.

Someone who is supported by the three opposition parties wins the election, but a week later, after the local election commission finds everything to be in order and gives its blessing to the results, on the basis of unproven election irregularities a court decision renders the results null and void. Moreover, it not only orders the election to be repeated but forces participants to start the whole procedure over from the beginning, including getting endorsements. The new election will be held in February. Yes, February because the procedure takes that long. Meanwhile Fót’s municipal government is in disarray. In the Fidesz-run town the city fathers, all belonging to Fidesz, have managed to get rid of three mayors in three years.

What happened in Fót is a serious situation and doesn’t bode well for next year’s national election. I will try to provide a timeline of the events.

The first complaint came from Jobbik’s county organization. They claimed that someone reported that a Volkswagen minibus allegedly transported voters from outlying districts. They claimed to know who the owner of the minibus was. It turned out that the man “with MSZP sympathies” sold his Volkswagen years ago. And although they produced a picture of the white bus, it was impossible to ascertain how many people were inside the vehicle or where the photo was taken. So, here the situation was entirely different from the Baja case where there was proof of regular transports by a single man with a single car.

Then came another complaint.  Some people found in their mailboxes a handmade poster without a logo and without the name of any organization which advertised that there would be extra bus runs on the day of the election for easier access to the polling station. As it turned out, the bus schedule was not changed in any way, but it looks as if the three-man panel at the courthouse didn’t find it necessary to ascertain whether the intent had been followed by action. For them the picture of a minibus and a piece of paper promising extra bus runs was enough.

These learned judges rendered their verdict on the basis of §47 of the old electoral law that still regulates election procedures. It says that free transportation service provided by the candidate or the organization he represents is considered to be electoral misconduct. But the verdict in the Fót case says not a word about the candidate or his party or organization that allegedly was behind this dastardly deed. So, from here on every time someone doesn’t like the outcome of an election he can produce a picture of a minibus or come forth with a handwritten crumbled piece of paper announcing extra bus runs and, voila, the election will be declared null and void.

The verdict was so bizarre that the notary of Fót asked twice what the judges actually meant. And the town notary is normally someone with a law degree.

Almost all electoral commissions–local, territorial, and national–are in Fidesz hands, and yet the territorial election committee last Wednesday decided that all was in order. They claimed that even if there had been irregularities such actions couldn’t have influenced the outcome of the election. But then came an appeal from a “private person representing a law firm” who objected. The person asked the court to re-examine the bus route case and, in addition, he called attention to two women who “had in their possession some MSZP-DK-E14 leaflets” and who urged people to vote because “the number of voters is low.” Apparently, they didn’t dispense the leaflets. All in all, we are talking about minor infractions, some of which are unproven.

Was the decision an example of judicial incompetence or were the judges influenced either by their own political views or, even worse, were they subject to some outside influence? It’s hard to tell, but the message is: if an opposition candidate wins, the results will not be allowed to stand. I don’t think too many people remember the 2010 Felcsút municipal election when the man elected mayor was not Viktor Orbán’s favorite Lőrinc Mészáros. The election had to be repeated because it was decided that the winner owed a small fee to the local authorities. He was apparently a Fidesz supporter but not quite the right man.

Of course, from my peaceful rural suburb in Connecticut all this sounds crazy. Why couldn’t I ask my neighbor to take me to vote if my car broke down the day before? What is wrong with someone urging me to go to the polls because participation is low? Of course, nothing. But this is, thank God, not Hungary where for a few bucks you can buy the votes of downtrodden Romas. And then there are the crooked local election committees and the incompetent/crooked judges. As a very bitter opinion piece in HVG said: “there is a brutally misleading electoral procedure. A media that makes equal chances of all parties illusory. A population misled by the state, municipal authorities and even by owners of private companies. There are all sorts of lists. And a wacky opposition that hopes it can get justice from the independent investigative and judicial authorities. Keep hoping!”

What does the Demokratikus Koalíció stand for?

On September 3, I wrote about an opinion piece by Tamás Bauer, vice-chairman of the Demokratikus Koalíció. Its title was “Electoral mathematics: The Demokratikus Koalíció’s position.” Bauer argued for DK’s right, based on its numerical support, to receive at least 8 or 9 electoral districts. He added that DK’s positions on many issues differ from those of both MSZP and Együtt2014-PM and therefore it deserves a parliamentary caucus.

At the end of that post I indicated that I would like to return to DK’s political program because relatively few people are familiar with it. I had to postpone that piece due to DK’s very prompt answer to MSZP. On the next day, September 4, I posted an article entitled “The current state of the Hungarian opposition: Negotiations between MSZP and DK.”

Over the last few days it has become obvious to me that Ferenc Gyurcsány has already begun his election campaign.  Zsolt Gréczy’s appointment as DK spokesman signaled the beginning of the campaign, which was then followed by several personal appearances by Ferenc Gyurcsány where he began to outline his program. Surely, the amusing video on being a tour guide in Felcsút, “the capital of Orbanistan,” was part of this campaign. So, it’s time to talk about the party program of the Demokratikus Koalíció, especially since only yesterday Attila Mesterházy answered Ferenc Gyurcsány’s letter to him. I elaborated on that letter in my September 4 post.

You may remember that one of the sticking points between the two parties was whether DK is ready to have “an electoral alliance” as opposed to “a political alliance.” Gyurcsány in his letter to Mesterházy made light of the difference between the two, but as far as the socialists are concerned this is an important distinction. Yesterday Attila Mesterházy made that crystal clear in his answer to  Gyurcsány which he posted on his own webpage. According to him, a “political alliance” means the complete subordination of individual parties’ political creeds to the agreed upon policies.  In plain language, DK “will have to agree not to represent its own political ideas during the campaign.”

Since DK’s program thus became one of the central issues in the negotiations it is time to see in what way DK’s vision of the future differs from that of MSZP and Együtt 2014-PM. Here I’m relying on Tamás Bauer’s list of the main differences.

(1) An MSZP and Együtt 2014-PM alliance following an electoral victory will only amend the new constitution and the cardinal laws that are based on this new constitution. The Demokratikus Koalíció, on the other hand, holds that the new constitution is illegitimate because it was enacted without the participation of the opposition. Therefore, according to DK, the new constitution must be repealed and the constitution of the Republic must take its place.

(2) MSZP-E14 by and large accepts the policy of Viktor Orbán on national matters and would allow people living outside of the borders to vote in national elections. The Demokratikus Koalíció rejects this new law and would put an end to these new citizens’ voting rights.

(3) MSZP-E14 does not seem to concern itself with the relation of church and state or the Orbán government’s law on churches. DK would restore the religious neutrality of the state and would initiate a re-examination of the agreement that was concluded between Hungary and the Vatican or, if the Church does not agree to such a re-examination, DK would abrogate the agreement altogether.

(4) MSZP-E14 talks in generalities about the re-establishment of predictable economic conditions and policies that would be investment friendly but it doesn’t dare to reject such populist moves as a decrease in utility prices or the nationalization of companies. Only DK is ready to openly reject all these.

(5) MSZP-E14 accepts the tax credits that depend on the number of children and therefore supports an unjust system. DK, on the other hand, wants to put an end to this system and to introduce a system that treats all children alike.

(6) Együtt2014-PM opposes the concentration of land that is necessary for the creation of  a modern and effective agriculture. The policy of small landholdings was the brainchild of the Smallholders Party, which was largely responsible for the collapse of Hungarian agriculture after the change of regime. MSZP is against foreign investment in Hungarian agriculture. The Demokratikus Koalíció intends to liberalize the agricultural market. DK thinks that agricultural cooperatives should be able to purchase the land they currently cultivate. It also maintains that foreign capital should be able to come into Hungary in order to make Hungarian agriculture competitive again.

(7) The attitude of MSZP and Együtt 2014-PM toward the conflicts between the European Union and the Orbán government is ambiguous, while the Demokratikus Koalíció unequivocally takes the side of the institutions of the Union against the Orbán government.

These are the points that Tamás Bauer mentions. But as the Gyurcsány campaign unfolds more and more differences will be visible. For example, only yesterday Gyurcsány talked about his ideas to abolish the compulsory retirement age and to financially encourage people to demand higher wages in order to maximize their pensions after retirement. During this talk in Nyíregyháza Gyurcsány made no secret of the fact that his party is working on its election program.

So, it seems to me that the Gyurcsány campaign has already begun. Maybe I’m wrong and Gyurcsány will give up all his ideas and will line up behind MSZP-E14, but somehow I doubt it. Even if he tried, he couldn’t. Temperamentally he is not suited for it.

Meanwhile, an interesting but naturally not representative voting has been taking place in Magyar Narancs. Readers of the publication are asked to vote for party and for leader of the list. DK leads (52%) over Együtt 2014 (29%) and Gyurcsány (54%) over Bajnai (32%). Of course, this vote in no way reflects reality. What it does tell us is that the majority of readers of Magyar Narancs are DK supporters. Something that surprised me. If I had had to guess, I would have picked Együtt2014.

As for Ferenc Gyurcsány’s visit to Felcsút, I wrote about it a couple of days ago. The video is now out. This morning I decided to take a look at it because from Zsolt Gréczy’s description on ATV’s Egyenes beszéd the whole scene of Fidesz cameras following them everywhere sounded hilarious . At that time the video had been viewed by about 5,000 people. Right now the number of visitors is over 53,000.

Clips from The Godfather are juxtaposed with scenes from Felcsút. The video ends with the wedding of Vito Corleone’s daughter. While Gyurcsány is narrating the enrichment of the Orbán family, two people, one of whom is the Fidesz regional secretary and the other perhaps the cameraman of the Puskás Academy, follow him everywhere and record his every move and word. Definitely worth seven minutes of your time.

Since I am no fortune teller I have no idea what will happen. A couple of things, though, I’m pretty sure of. DK will never agree to drop Gyurcsány as their party leader. And Mesterházy indicated that this might be one of the MSZP demands for an agreement. Or at least that Gyurcsány not be DK’s top candidate, or possibly any candidate. Otherwise why would he have asked: “Are those media predictions that the Demokratikus Koalíció plans to nominate the chairman of the party, Ferenc Gyurcsány, for the second slot on the list true?”

At first reading I didn’t notice this linguistic oddity. The letter is addressed to “Dear Mr. Party Chairman, dear Feri” and continues in the second-person singular: “te.” Now that I returned to the sentence in order to translate it, suddenly I noticed that Mesterházy switched from “te,” which in a personal letter would have been normal, to “Ferenc Gyurcsány” in a letter addressed to Ferenc Gyurcsány.

What will the final result be? I have no idea. Let’s put it this way, it’s much easier to predict the outcome of Hungarian soccer matches than the outcome of opposition politics.
