Viktor Orbán goes to Kiev, M. André Goodfriend returns to Washington

Viktor Orbán has been a very busy man lately, especially when it comes to playing on the international stage. Angela Merkel visited Budapest last week; this week Orbán had talks with the prime minister of Georgia, and today he traveled to Kiev for a brief visit with Petro Poroshenko. Orbán’s Ukrainian visit is widely seen as an attempt to counterbalance the much criticized Putin visit next Tuesday. Today much of his regularly scheduled morning interview was devoted to Russian and Ukrainian affairs.

There is still no verbatim transcript of the interview, but I took notes when I listened to it and read several summaries that appeared in Hungarian newspapers and on the government’s website. Some of his comments on the Russian-Ukrainian conflict were platitudes about the dangers of war so close to home. Surely, Hungary is much more exposed than France or Germany, whose heads of state tried to broker an agreement with Vladimir Putin in Moscow. Orbán, who remains opposed to further sanctions, tried to put the best spin on the “fragile peace” that is still better than war.

When it came to Russian-Hungarian relations, Orbán treaded lightly and felt compelled to refer to Hungarian leeriness when it comes to relations with Russia. Mind you, the reference was fleeting. He said that “for many Hungarians this is an emotional issue.” One would have thought that either he would have stopped there or would have explained Hungarian reservations by talking about the role of the Russians in the 1848-1849 war of independence and, naturally, about the Russian suppression of the 1956 Hungarian revolution. But no, he said instead that “we lost a war against them,” referring to World War II. A most unfortunate remark since winning the war against the Soviet Union in this case would have meant victory for Nazi Germany. Magyar Nemzet might be moving in the right direction as far as honest journalism is concerned, but it decided to omit this sentence.

In his opinion, emotions cannot play a role in Hungary’s relations with Russia. He himself never had any doubts about Vladimir Putin’s  visit. It was he who invited Putin, and he is glad that Putin accepted his invitation. The Russian president is always welcome in the Hungarian capital.

It is becoming apparent to me that Viktor Orbán imagines today’s Europe as similar to the way it was between the two world wars. The simultaneous collapse of the large, powerful empires of Germany, Austria-Hungary, and Russia allowed the formation of small nation states in the region of East-Central Europe. With the revival of Germany and Russia, these states found themselves squeezed between Nazi Germany and the Soviet Union. Orbán keeps talking about the “two large powers,” Russia and Germany, on whom Hungary depends for its well being. But this is an outdated view. Today there is a European Union to which Hungary belongs. Hungary also joined NATO. Hungary is definitely committed to the West and her security lies on this side. Balancing between two world powers is no longer possible, and therefore I’m convinced that Orbán’s “brilliant” strategy will be a failure.

Orbán’s diplomatic balancing act leads me to another topic, the departure of M. André Goodfriend from Budapest. The announcement was a surprise because the United States government had explicitly stated that Goodfriend would remain in Budapest even after the arrival of Colleen Bell, the new U.S. ambassador. The chargé represented U.S. policies and worked closely with the State Department. It was a message to Budapest that no great changes in U.S.-Hungarian relations should be expected with the arrival of the new ambassador. But then came the bombshell that after all Goodfriend is leaving “for strictly family reasons.” Hungarians suspect that this explanation was fabricated, that some kind of a deal was reached between Washington and Budapest for which the U.S. government sacrificed Goodfriend.

Well, I’m one of those people who don’t believe this conspiracy theory. First of all, the one longer speech that Colleen Bell delivered to date in no way indicated a softening of the American attitude toward the Hungarian government. The speech was delivered before businessmen, and therefore she concentrated on economic issues. She brought up a point about which foreign businessmen complain: the unpredictability of Hungarian economic policy. Second, I see no sign of any softening of Orbán’s attitude either on the Russian issue or on the question of corruption. As for the attacks on nongovernmental organizations, the verbal abuse continues. If there was a deal, it was one that the Hungarian side is not honoring. And I refuse to believe that American diplomats are so naive as to strike a deal before the other side takes concrete steps to mend its ways. So, I’m inclined to accept the Embassy’s version that Mr. Goodfriend has some very urgent family business that can be taken care of only in the United States.

André Goodfriend’s departure is greeted with great sadness in liberal circles in Hungary. Many looked upon him as a valued friend of Hungary and were extremely grateful to him. On Facebook there are thousands of posts in which Hungarian citizens thank him for being the defender of Hungarian democracy. I heard a story about one gesture that exemplifies the kind of gratitude Hungarians felt. It was Christmas Eve and André Goodfriend went to a flower shop to buy a bouquet. When he wanted to pay, the owner of the flower shop wouldn’t accept his money, saying that it is she who owes him instead of the other way around.

Perhaps the most moving manifestation of the affection felt for André Goodfriend in Hungary is a video sent by Kreatív Ellenállás (Creative Opposition), a Facebook group, to which the creators added a popular song entitled “André j’aime” composed by János Bródy, played by the Illés Ensemble and sung by Zsuzsa Koncz. These people are legends in Hungarian popular music, mainly because their songs were highly critical of the Kádár regime.

Finally, Mr. Goodfriend was a regular reader of Hungarian Spectrum and a few times even engaged in our discussions. We will miss him, and I’m sure I can speak on behalf of our readership in wishing him the very best in his future endeavors.

Russia, Hungary, and the Hungarian minority in Ukraine

A few days ago an article appeared in Foreign Affairs with the somewhat sensational title “The Hungarian Putin? Viktor Orban and the Kremlin’s Playbook,” written by Mitchell A. Orenstein, Péter Krekó, and Attila Juhász. Orenstein is a professor of political science at Northeastern University in Boston and an associate of the Davis Center for Russian and Eurasian Studies at Harvard University. Krekó and Juhász are associates of the Hungarian think tank Political Capital. The question the article poses is whether Hungary entertains any irredentist plans as far as her neighbors are concerned, similar to the way in which Russia behaved earlier in Abkhazia and now in Ukraine. After all, the Russian attacks on those territories were preceded by a grant of Russian citizenship to Ukrainians and Abkhazians. To this question the answer is negative. Viktor Orbán may sound bellicose at times, but he is interested in the Hungarians living in the neighboring countries only as a source of extra votes and perhaps a reservoir of immigrants to a country with dismal demographic figures.

The authors claim, however, that there is “a delicate balance [which] could easily topple.” What created this delicate balance? Although “Hungary’s radical right-wing, fascist, and irredentist party, Jobbik, has virtually no support among Hungarians abroad,” it is still possible that “aggressive separatist political movements, especially those with external political support, could … act as though they have a majority beyond them, as in eastern Ukraine.”  I must say that the exact meaning of this claim is unclear to me, but the authors’ argument is that the “nationalist political use of Hungarians abroad in Hungary could set the stage for such extremism and instability in neighboring countries.” In Ukraine such a danger is real “where Orban has taken advantage of political chaos to press Hungarian minority issues … in the sub-Carpathian region of western Ukraine, adjacent to Hungary.” There are far too many “ifs” here, but it is true that Orbán did announce his claim to autonomy for the Hungarian minority at the most inappropriate moment, during the first Russian attacks on eastern Ukraine.

It is unlikely that Hungary could convince Ukraine’s western friends to force Kiev to grant autonomy to the Hungarians of Sub-Carpathian Ukraine (Zakarpattia Oblast) who constitute 12.1% of the total population of the province. In 2001 they numbered 151,500, but since then it is possible that many of them either left for Hungary or with the help of a Hungarian passport migrated farther west. On the other hand, one occasionally hears Russian voices outlining ambitious plans for Ukraine and its minorities. For example, in March 2014 Vladimir Zhirinovsky, head of the nationalist Liberal Democratic party that backs Vladimir Putin, suggested that Poland, Hungary, and Romania might wish to take back regions which were their territories in the past. Romania might want Chrnivtsi; Hungary, the Zaparpattia region; and Poland, the Volyn, Lviv, Ternopil, Ivano-Frankivsk, and Rovensky regions. Thus Ukraine would be free of “unnecesssary tensions” and “bring prosperity and tranquility to the Ukrainian native land.”

Or, there is the Russian nationalist ideologue, Aleksandr Dugin, the promoter of a Russian-led “Eurasian Empire” that would incorporate Austria as well as Hungary, Romania, Serbia, and Slovakia. Although Dugin’s specific recommendations were first reported on a far-right Hungarian site called Alfahir.hu, the news spread rapidly beyond the borders of Hungary. Dugin is an enemy of nation states and would like to see the return of empires. “If, let’s say, Hungary, Romania, Serbia, Slovakia, or perhaps even Volhynia and Austria would unite, all Hungarians would be within one country. Everything would return to the state that existed before Trianon.” Of course, Dugin’s argument is specious. Surely, a United Europe offers exactly the same advantages to the Hungarian minorities that Dugin recommends, but without the overlordship of Putin’s Russia.

One could discount these suggestions as fantasies, but something is in the air in Russia. The country’s foreign minister considers the fate of the Hungarian minority in Ukraine to be of such importance that at the Munich Security Conference a couple of days ago he spent a considerable amount of time on the minority’s grievances.

Mind you, Sergei Lavrov’s speech was met with derision by those present. As the reporter of Bloomberg described the scene, the “crowd laughed at and booed him.” Apparently, during his 45-minute speech he “rewrote the history of the Cold War, accused the West of fomenting a coup in Ukraine, and declared himself to be a champion of the United Nations Charter.” From our point of view, the most interesting part of the speech was the time he spent on the Hungarian minority in the Zakarpattia Oblast.

I think it is worth quoting Lavrov’s answer to a question that addresses this issue:

[The Ukrainians] are probably embarrassed to say it here, but now Ukraine is undergoing mobilization, which is running into serious difficulties. Representatives of the Hungarian, Romanian minorities feel “positive” discrimination, because they are called up in much larger proportions than ethnic Ukrainians. Why not talk about it? Or that in Ukraine reside not only Ukrainians and Russians, but there are other nationalities which by fate ended up in this country and want to live in it. Why not provide them with equal rights and take into account their interests? During the elections to the Verkhovnaya Rada the Hungarian minority asked to organize constituencies in such a way that at least one ethnic Hungarian would make it to the Rada. The constituencies were “sliced” so that none of the Hungarians made it. All this suggests that there is something to discuss.

Perhaps the most “amusing” part of the paragraph Lavrov devoted to the Hungarian and Romanian minorities in Ukraine is his claim that fate was responsible for these ethnic groups’ incorporation into the Soviet Union. I remember otherwise. The Soviet government kept the old Trianon borders without any adjustments based on ethnic considerations. The ethnic map of Zakarpattia Oblast shows that such an adjustment shouldn’t have been too difficult a task.

The small Hungarian minority is obviously being used by the Russians to further their own claims, which in turn might encourage Viktor Orbán to pursue his quest for autonomous status for the largely Hungarian-inhabited regions of the oblast. The Orbán government supports autonomy for the Szeklers of central Transylvania despite the Romanian-Hungarian basic treaty of September 1996 that set aside the issue of territorial autonomy, to which Romania strenuously objected. The treaty had to be signed because NATO and EU membership depended on it. The Ukrainian situation is different because Ukraine is not part of the EU. Whether Orbán will accept the tacit or even open assistance of Russia for the sake of the Hungarian minority in Ukraine remains to be seen. In any case, to everybody’s surprise Viktor Orbán will pay a visit to Kiev where he will meet with President Petro Poroshenko.

Hungary through American eyes

American diplomats have been employing novel ways of communication. For example, yesterday Daniel Fried gave a press conference by telephone from Washington to a small number of Hungarian journalists about the American position on economic sanctions against Russia. Daniel Fried is the State Department’s coordinator for sanctions policy.

Fried is a senior diplomat with vast experience in Eastern Europe. He served as political officer at the U.S. Embassy in Moscow in Soviet times; he headed the Polish desk during the regime change in the late 1980s. After Poland emerged as one of the democracies of the region, he was political counselor at the U.S. Embassy in Warsaw. Later he served as assistant secretary of state for European and Eurasian affairs and special assistant to the president and senior director for European and Eurasian affairs at the National Security Council. So, why does Daniel Fried think that he has to give a long-distant press conference for Hungarian journalists? Surely, because Washington wants the Hungarian public to know the American position on Russian aggression against Ukraine. And it also wants to share its opinion of the current state of Russian-Hungarian relations.

Up to this point we have two independent versions of the telephone interview: one from Népszabadság and the other from VilággazdaságI can’t imagine that MTI was not invited, but for the time being there is no MTI report on the event.

The main message was that sanctions will be applied as long as Moscow does not fulfill all twelve points of the Minsk Agreement. A good summary of these twelve points can be found on the BBC website. Russian regular troops are still on Ukrainian soil and “the Russian aggression continues.” The United States wants a political solution to the crisis and is ready to cooperate with Russia in many areas, but Russia must respect the territorial integrity and sovereignty of Ukraine. With its aggression against Ukraine Russia “seriously endangers the European security system that came into being after the 1989-1990 East European events.” If Russian aggression continues, the United States and the European Union are ready to introduce new sanctions.

Fried then turned to specifically Hungarian issues. Hungary and its prime minister should know from Hungarian history what it is like when a country is left alone unprotected in the event of outside aggression. Therefore Hungary ought to realize the importance of the steps that are being taken in this case. Viktor Orbán first claimed that “the European Union shot itself in the foot when it introduced sanctions against Russia” and later at the NATO summit in Wales he declared that “we are hawks when it comes to military security but doves in economic terms.” Fried said that “we all want to be on good terms with Russia, to improve our relations, but this is not the right time for friendship.” Fried cited Russian Foreign Minister Sergey Lavrov’s claim that sanctions only deepen the Ukrainian crisis. “The Russians say all sorts of things, many of them are simply not true. After all, they deny that their soldiers are in the territory of Ukraine.”

During the press conference it became clear that talks took place between the Hungarian and the U.S. governments concerning the sanctions. It seems that the U.S. listened to Hungary’s objections but was not impressed.  The sanctions hurt not only Hungarian businesses but businesses of all nations, including those of the United States. The European Union made a brave decision which Hungary supported.

The message was that one cannot play the kind of game Viktor Orbán is playing at the moment. On the one hand, he is a supporter of the common cause against Russia, but when it comes to sanctions he tries to make special deals with Moscow. For instance, Sándor Fazekas, the Hungarian agriculture minister, visited Moscow on September 8 where he had talks with Nikolay Fyedorov, his Russian counterpart. There Fazekas agreed with Fyedorov that “the sanctions don’t offer a solution to the Ukrainian crisis, which should be settled through negotiations.”

And according to leaked documents, we know that Vladimir Putin told Petro Poroshenko during one of their telephone conversations that he “through bilateral contacts can influence some European countries to form ‘a blocking minority’ in the European Council.” The countries he has in mind are Slovakia, Bulgaria, Hungary, and Cyprus. I guess Daniel Fried wanted to make sure that Hungarians understand that Washington fully supports the application of sanctions and that the large majority of the EU countries are also on board.

While we are talking about U.S.-Hungarian relations, I ought to mention that U.S. Senator Ben Cardin (D), who is a member of the Senate Foreign Relations Committee and chairman of the U.S. Helsinki Commission, and Senator John McCain (R) introduced a resolution in recognition of the International Day of Democracy on September 15. Accompanying the introduction of the resolution Senator Carden’s press release talked at length about the sad state of democracy in Hungary where “there is an unprecedented global crackdown on civil society organizations seeking to express their voice and exercise their rights. Earlier this week, Hungarian authorities raided the offices of two NGOs in Budapest in what appears to be part of a tightening squeeze on civil society. Such actions not only undermine democracy but chill investigative reporting on corruption and good governance. Now, more than ever, is the time for the international community to push back on threats to civil society and protect efforts by these organizations to build strong democratic institutions.”

In addition, on September 18 Deputy Chief of the United States Mission to the Organization for Security and Co-operation in Europe (OSCE) Kate Byrnes delivered the following speech to the Permanent Council in Vienna:

Three months ago, on June 19, the United States addressed the Permanent Council regarding an apparent campaign of intimidation directed toward civil society and independent media in Hungary. I regret that I must speak to the Council again on this topic.

As we said in June, just one day after the April 6 elections, the Hungarian government accused organizations that conduct legitimate work in human rights, transparency, and gender equality of serving “foreign interests.” Shortly afterwards, the Prime Minister’s Office alleged that NGOs that monitor and evaluate grant proposals for the EEA-Norway NGO fund were tied to an opposition party. On September 8, Hungary’s National Bureau of Investigation initiated a series of police raids on two NGOs responsible for the EEA-Norway NGO grant program in Hungary. With no prior warning, and in a show of intimidation, over 30 officers entered the NGOs’ facilities and seized the organizations’ documents and computers.

These police raids appear to be aimed at suppressing critical voices and restricting the space for civil society to operate freely. The United States again reminds Hungary of its OSCE commitments to human rights and fundamental freedoms, democracy, and the rule of law.

Mr. Chair, we raise these issues to express our concern about actions that appear inconsistent with OSCE principles, and also to encourage dialogue. We intend to continue to encourage the government of Hungary to observe its commitments and allow NGOs to operate without further harassment, interference, or intimidation. The United States believes that such respect for its commitments will help Hungary to become a more prosperous, robust and inclusive democracy.

Finally, here is something from former President Bill Clinton, who appeared on the Daily Show with Jon Stewart. “There’s the authoritarian capitalism model which is Russia and in a different way China, and it has some appeal. Like the Hungarian Prime Minister – they owe a lot to America; he just said he liked authoritarian capitalism, just saying “I don’t ever want to have to leave power” – usually those guys want to stay forever and make money. And there’s the democracy model …”

Hungary is in the news, no doubt. It would be better if it weren’t.

Viktor Orbán and the gathering storm clouds in the East

Meetings of the heads of EU member states usually last much longer than anticipated. At eight in the evening participants were still discussing who will replace Herman Van Rompuy as European Council president and Catherine Ashton as foreign policy chief.  They finally determined that the former post will be filled by Polish Prime Minister Donald Tusk and the latter by Italian Foreign Minister Federica Mogherini.

It seems, however, that the decision on further sanctions against Russia will be postponed for at least a week, although a draft of such sanctions dated August 27 exists which says that the bloc “stands ready to consider further steps” against Russia due to the “reported participation of Russian armed forces in operations on Ukrainian soil.” Petro Poroshenko, who was present at the discussions about his country, indicated that further sanctions are likely. The EU only wants to wait on implementation to see how Russia reacts to his attempt to revive a “peace plan” next week.

If Vladimir Putin’s threatening remarks are any indication, further sanctions and an increased Western military presence in Eastern Europe are indeed likely. Putin told the press that “Russia’s partners … should understand it’s best not to mess with us,” adding: “I think no one is thinking of unleashing a large-scale conflict with Russia. I want to remind you Russia is one of the leading nuclear powers.” Nuclear threat or not, the number of NATO troops in Poland and Romania has doubled already, and NATO is planning to send an additional 1,ooo troops to the region. And Britain and six other states are planning to create a new joint expeditionary force of at least 10,000 personnel to bolster NATO’s power.

Meanwhile a rather frightening map was published by the Russian weekly Expert that showed the sphere of influence Russia is attempting to create. The green line indicates the reach of Soviet dominance, the red the current situation, and the orange Russian hopes for an expanded sphere of influence. That would include Estonia, Lithuania, and Latvia.

Observers of Russia and its plans might be also interested in reading a statement by Kazakhstan’s 74-year-old dictator Nursultan Nazarbayev. Let me quote it verbatim from Kazakhstan’s official English-language website Tengri News.

If the rules set forth in the agreement are not followed, Kazakhstan has a right to withdraw from the Eurasian Economic Union. I have said this before and I am saying this again. Kazakhstan will not be part of organizations that pose a threat to our independence. Our independence is our dearest treasure, which our grandfathers fought for. First of all, we will never surrender it to someone, and secondly, we will do our best to protect it.

Of course, he added that nothing of the sort can possibly happen because “there are three representatives from each country [Russia, Belarus and Kazakhstan] and three Vice-Prime Ministers. They also make their decisions together.”

Putin’s response to Nazarbayev’s statement called Kazakhstan’s future independence into question. Yesterday he said that Kazakhstan, although large, is only one-tenth the size of Russia. He also explained that Nazarbayev “created a state on territory where no state had ever existed. The Kazakhs had never had statehood. Nazarbayev created it. In this sense, he is a unique person for the former Soviet space and for Kazakhstan too.” But, Putin continued, underscoring his expansionist intentions, Kazakhstan is better off in the “big Russian world.”

Meanwhile Viktor Orbán, as his wont, gave a press conference upon his arrival in Brussels. Interestingly enough, he is usually driven to these meetings in his own Volkswagen minibus, an odd choice for such occasions. According to normal protocol, the hosts provide vehicles for visiting dignitaries, but for one reason or another Orbán insists on his own bus. One must wonder how this vehicle gets to Brussels. Is it driven or transported there ahead of time? Or, perhaps he has several identical vehicles?

It is also hard to know whether only Hungarian reporters are interested in what the prime minister has to say or whether journalists from other countries are also present. I suspect that only Hungarian reporters attend these events. On one of the pictures taken at the press conference I could see the mikes of only MTV and HírTV.

In Orbán’s opinion, today’s meeting was organized only for “the review and correction of the current political situation.”  The discussion centers around whether “the sanctions have reached their desired goals” but for that “we should know what the desired goals are.” He is convinced that sanctions will not work. Sanctions until now have not been successful and it would be self-deception to think that more of the same would end the conflict.

Finally, I would like to say a few words about the Conference of Western Balkan States that took place in Berlin on August 28, 2014. Participating were representatives of the European Union, Germany, Austria, Serbia, Croatia, Slovenia, Albania, Bosnia-Herzegovina, Montenegro, and the Republic of Macedonia. It was called together by Chancellor Angela Merkel, who also chaired the meeting.

The idea for the conference came in response to the celebration of the 100th anniversary of the beginning of World War I. The intention was to show commitment to the process of future enlargement of the European Union as well as to shore up relations with Serbia as a strategic partner of the EU, especially in light of the problems in Ukraine.

Serbia has, since the second half of the nineteenth century, been a close friend and ally of Russia. Its negotiations with the European Union for membership have been going on for a long time, but Serbia’s chances have been strengthened by what is going on in Ukraine. Because, as Adelina Marini of euinside.eu points out, “if Serbia becomes part of the EU, Russia will lose its influence in the Balkans or, at least, it will be significantly limited.”

However, Serbia apparently wants to have its cake and eat it too. Although it desperately wants to join the European Union, it also wants to keep its special relationship with Russia. Brussels is unlikely to accept such a “special status” for Serbia. But if Russia becomes a real threat to Europe, Serbia’s membership in the EU might help block the spread of Russian influence.

Diplomacy in Europe and especially in Eastern Europe and the Balkans is a much more complicated enterprise than it was a few years back when these countries did not have to worry about the Russian bear. Orbán’s idea that diplomacy can be pretty much replaced by foreign trade is patently wrong. The current situation is complex, negotiations are difficult, and a bad outcome would be very dangerous for Europe. And even as storm clouds are gathering in the East, Hungarian diplomacy is being guided by Péter Szijjártó, who is totally unfit for the job.

Hungary is in a difficult diplomatic bind: The “Orbán doctrine” is dead

This morning 168 Óra ran the headline “The Orbán doctrine has collapsed after three days.” The reason is the Russian “incursion” into Ukrainian territory. After that, said Árpád Székely, former Hungarian ambassador to Moscow, there will be neither Paks nor the Southern Stream. Székely actually welcomes the first consequence, a dubious deal between the Hungarian and the Russian government to build a new nuclear reactor in Hungary, but he is sorry about the likelihood of scrapping the Southern Stream project that would have supplied gas to the Balkans, Hungary, and Austria.

While high-level negotiations in the UN, NATO, and EU are going on over the Russo-Ukrainian conflict, I had to think about one of the many fallacies Viktor Orbán presented us with during his pep talk to the Hungarian ambassadors only four days ago. In his speech he indicated that as far as he is concerned old-fashioned diplomacy is passé. “Not that classical diplomacy has lost its magic and beauty” but “we must acknowledge the realities of the economic age in which we live.” Well, the Russo-Ukrainian conflict must be solved by old fashioned diplomacy, and Hungary’s newly reorganized foreign ministry is ill prepared for the task. Moreover, its leaders are constrained by the prime minister’s unorthodox ideas on diplomacy. Orbán’s Hungary is in a bind.

I should note in passing that German-Hungarian relations have cooled considerably. Earlier, I wrote about a warning from Michael Roth, undersecretary of the German foreign ministry, that in his government’s point of view “Hungary is going in the wrong direction.” Since then an even more detailed and stronger statement was signed by Michael Roth, undersecretary in charge of European Affairs at the German Foreign Ministry, and his colleague Tomáš Prouza in the Czech Foreign Ministry. They warned that “Europe is more than a market.” It is a community of shared values.

According to Hungarian sources, Hungarian diplomats have been trying for some time to entice Chancellor Angela Merkel to visit Hungary for the annual German-Hungarian Forum. After all, this is the twenty-fifth anniversary of the German refugees’ safe passage to Austria thanks to the action of the Hungarian government in 1989. If she could not come, they at least hoped for a visit by the new foreign minister, Frank-Walter Steinmeier. Well, it seems that Budapest will have to be satisfied with an assistant undersecretary as the representative of the German government. The highest ranking German participant will be Reinhold Gall, social democratic minister of the interior of Baden-Württemberg.

Now, to return to the current diplomatic challenge. After the failure of the meeting between Vladimir Putin and Petro Poroshenko in Belarus, several thousand Russian troops crossed the Russian-Ukrainian border. Subsequently Prime Minister Arseny Yatsenyuk announced that his government will introduce a proposal in parliament to change the non-aligned status of the country and to request membership in the North Atlantic Treaty Organization. Some observers immediately announced that Ukrainian admission to NATO was very unlikely. However, NATO chief Anders Fogh Rasmussen made a statement today in Brussels, saying: “I’m not going to interfere in political discussions in Ukraine. But let me remind you of NATO’s decision at the Bucharest summit in 2008, according to which Ukraine ‘will become a member of NATO’ provided of course, Ukraine so wishes and fulfills the necessary criteria.” A strong warning for Russia. Putin often stressed that Russia will not tolerate a NATO presence on Ukrainian soil.

Meanwhile, EU foreign ministers are recommending tougher sanctions against Russia. They gathered in Milan today for an informal meeting to discuss the Ukrainian crisis. Tibor Navracsics represented Hungary in Milan, but I could find no report on his position in the Council of Foreign Ministers. We know that Germany, the Netherlands, Sweden, Latvia, and Denmark were strongly in support of tougher action.

Tomorrow the European Council will meet again to decide on the President of the European Union and the EU Foreign Affairs Chief. According to the latest intelligence, the next President of the European Union will be most likely Donald Tusk, prime minister of Poland.

Tusk’s government has been among the most hawkish in Europe over the issue of Ukraine. Just today the Polish government announced that it will allow the plane of Russian Defense Minister Sergey Shoygu to fly over its territory only if the plane changes its status from military to civilian. Earlier his plane was barred altogether from Polish air space. Russia was not very happy. Its foreign ministry declared that Poland’s closing its air space to Shoygu’s plane is “a major violation of norms and ethics of the communication between states.”

Today three of the four members of the Visegrád4 (Poland, Czech Republic, Slovakia, and Hungary) issued statements about the Russian incursion. Poland’s foreign ministry said that it regards the incursion of Russian troops into the southern regions of the Donetsk province “as actions that fulfill the attributes of aggression, as defined in UN documents–Resolution 3314 of the United Nations General Assembly.”

The Czech statement was equally strongly worded. “The Czech Republic considers the incursion of the armed forces of the Russian Federation into the territory of eastern and southeastern Ukraine a fundamental threat to peace and stability of all of Europe.” It called on Russia “to immediately withdraw its troops from the Ukrainian territory.”

The silence from Slovakia was deafening.

Hungary chose an intermediate position and released the following statement: “We are closely monitoring and evaluating the situation on the ground, and we are in contact with our EU and NATO allies. A confirmed incursion of  Russian regular military units on Ukrainian territory would gravely escalate the crisis. In line with our consistently expressed earlier position, we emphasise that only a political process can lend a sustainable solution to the present crisis and therefore we support all diplomatic efforts to this end. The upcoming extraordinary European Council meeting and the informal meeting of the EU foreign ministers offer good opportunities for harmonizing the European position on this matter.”

Two of the opposition parties, Együtt-PM and DK, called on the government to stand by Ukraine’s independence and territorial integrity. The former also wants the Hungarian government to suspend preparations for the expansion of the Paks Nuclear Power Plant while Russian troops remain on Ukrainian soil. The party also asked Orbán to use his good offices with Putin to convince the Russian leader to withdraw his troops from Ukraine.

DK wants to call together the parliamentary committees on foreign affairs, national security, and defense and to have the government prepare a statement that condemns Russian military action against Ukraine. In addition, Tibor Navracsics should call in the Russian ambassador to Hungary to convey to him Hungary’s condemnation of Russian aggression. Naturally, none of these suggestions or demands will be considered by the Orbán government.

On the other hand, I believe that Viktor Orbán will quietly vote with the majority on all the issues that will be discussed at tomorrow’s European Council meeting only to go home and report on the excellent ideas he gave to his colleagues about how to solve the Ukrainian crisis.
